Last week’s legislation to end the shutdown came with muted relief and a palpable fear that this is not the end of the political merry-go-round on the Affordable Care Act. But beyond reopening the federal government and suspending the debt ceiling until February, what else is in the Continuing Appropriations Act, 2014? There is the American Electric Power project along the Ohio River to rebuild two of the locks that will keep the U.S. waterways system moving for shipping goods throughout the country. Additional funding was also made available to agencies to help with operating budget, including the U.S. Forest Service. I have been tracking the monetary costs of this past wildfire season, and with the increase in next fiscal year’s allocation to the Forest Service for wildfire management there is hope that additional intra-agency borrowing of this year will not be necessary in the next.
